I seen an old Jameson 3 Star mirror and it had "24 Under Proof " on the bottom. Did anyone see this and what was meant by it?

Under proof was the older way of saying proof. You may also see it as UP. Taking 100 proof as the main standard 24 under would then be equal to 76 proof. Too tired to go into it now but US and imperial were different with the US version being easier to understand.

Proof spirit is 100 proof. 24 under proof is, therefore, 76 proof. It is sometimes abbreviated to up or u.p.
