I contacted Jameson and they identified it as "a bonder's bottling, dating from the time Jameson would have sold whiskey in the barrel directly to spirit bonders who would then have bottled it themselves. The 'Jubilee' may refer to the firms own jubilee year, which is 1969, but that is just a guess!"
